           ALLEGATION    STATE                                     DESCRIPTION
                                 Some of the paraben group is safe if used in accordance with the Regulation. Given that all cosmetic
           Paraben free  Forbidden  products must be safe, the claim “paraben-free” is prohibited as it denigrates all paraben derivatives and
                                 creates unfair competition.
                                 The use of “cyclotetrasiloxane”, a silicone derivative, is banned, but the use of “cyclopentasiloxane”
           Silicone free  Forbidden  in cosmetic products is not banned and therefore creates unfair competition by defaming all silicone
                                 derivatives.
                                 The use of this claim is prohibited to the extent that the phthalate group has a component group included
          Phthalate free  Forbidden  in the banned component list such as “Benzyl butyl phthalate (BBP)” other than the component “Dimethyl
                                 Phthalate”, which has no usage limit.
          Phenoxyethanol         The ingredient is safe if used in accordance with the Regulation. Therefore, the claim that it does not
              Free      Forbidden  contain these substances is prohibited as it would be understood as a component-specific defamation.

          Triclosan Free  Forbidden  The ingredient is safe if used in accordance with the Regulation. Therefore, the claim that it does not
                                 contain these substances is prohibited as it would be understood as a component-specific defamation.
         Paraffin / Mineral      “Well tolerated because it does not contain paraffin/mineral oil” is an unfair statement directed at other
             Oil Free   Forbidden  products that are equally well tolerated. The use of the claim is therefore prohibited.

           Fluoride Free   Forbidden  The ingredient is safe if used in accordance with the Regulation. Therefore, the claim that it does not
                                 contain these substances is prohibited as it would be understood as a component-specific defamation.
         No Allergic Subs-  Forbidden  The fact that a product is free of perfumes or preservatives does not guarantee that it will not cause any
                                 allergic reaction. For this reason, claims that these products are “free of allergenic substances” are not
              tance              permitted.
           Perfume free  Conditional An ingredient with a perfume effect is prohibited, regardless of its other functions in the finished product.
         Preservative Free Conditional  It can be used if it is proved that the finished product does not contain any of the substances listed in
                                 Annex V with an analysis report from laboratories that comply with TSE ISO IEC 17025 standards.
         Dyestuff Does not   Conditional  The claim can be used if it is proved that the finished product does not contain any of the substances in
             contain             Annex-IV with an analysis report from laboratories that comply with TSE ISO IEC 17025 standards.
